This is an antique chrome octagonal plumbing escutcheon. This escutcheon has a stamp on the top that shows it was made by Eljer. There is also an “R” stamped on the top, which most likely signifies this was on the right side. These chrome escutcheons were commonly seen on sinks from the 1930’s through 1950’s.
